Closed Fix door access for jobs

What is the bug: Fix door access for jobs ( I think it is a bug not intended correct me if I am wrong). Jobs and places include: SCO and NCA cant enter and lock PD evidance room door, NCA and PD cant enter SCO base, Judge cant lock courthouse, PD and SCO need access to NCA doors, PD and SCO and NCA need access to NHS hospital doors too.
How can you reproduce the bug: Join NCA or PD or SCO or Judge jobs
Example of the bug in action / any media (images, videos etc): go on job and try to open them doors

Hello!

I have fixed the majority of these. PD & NCA are not supposed to be able to gain access to SC0-19 base.
