Handcuffs not working properly

What is the bug: Handcuffs overall don't work, you can't drag people with it almost 90% of the time, and when you can drag, it's really glitchy. You also can not arrest anyone with the broken handcuffs.
How can you reproduce the bug: arrest someone and try to drag him (press E to drag). You can also try to arresting someone at the Arrest NPC but no prompt appears
