This would help NCA arrest people for attemtpting to buy illegal guns, and improve rp

The Black Market Gun Dealer is a donator job, and currently NCA are not allowed to go undercover on donator jobs. However, in the future, the undercover system may include other jobs that can only be achieved with a specific donator rank in-game, such as VIP NCA Officers being able to be undercover on Master Thief.
