Information about the incident. Please include as much detail as possible: I was NCA and he's been recklessly driving around being a threat to life and he also killed a Man I was dealing with. When I tried To arrest him twice he LTAPed and on the second time he never came back. His steam user i believe is "Cum" from when he was leaving/rejoining.
Evidence on the incident: I am unable to send clip so contact might be needed.(My discord: Prakrakurd.)

After seeing the clip provided by you, it's clear that he left to avoid arrest (leaving to avoid roleplay). The user will be banned according to the staff guidelines (LTARP - 3 days).
