Information about the incident. Please include as much detail as possible:
I was arresting another person in PD Garage, I was taking him to the elevator. Parks adverted counter arrest and then shot a HE Grenade into the person in cuffs which killed him. In any case, if you were to try and counter, you shouldn't be trying to damage / kill the person in cuffs as its FailRP.

Denied, from Parks' reply and the video provided, there is simply no way to tell if the killing of the individual being arrested was intentional. Therefore, I have no reason to believe that Parks has deliberately broken that rule, and therefore he won't be punished.
