Denied Roadworker Removal/VIP

Suggestion: Remove the Roadworker job or make it Supporter+
How will this benefit the community: The roadworker job is probably the main cause of prop blocking and prop abuse reports right now on the server. With several people joining just to "get banned", and using the job for that. Its causing enough issues now that i believe it should either be removed, or only granted to Supporters+

+1 It's giving them some sort of free-pass to minge. If there would be an actual thing to do with pre-made (apporved) roadblocks, it'd be a different story.
8/10 roadworkers I see are mostly either banned within 24H or kicked/warned for various FailRP reasons. Currently it's a thing that's bothering the majority of the server, for as far as I can see.

I made it supporter+ for now, might change depending on how this goes.
