Currently the drivers license is an item that you only have to obtain once, right as you join the server and from there you never think about it.
Hence it lacks use as you assume from there on that you will always have it, what if instead you could lose it through in-game events?
Lets say you were caught speeding and you're pulled over by an officer, he asks to see you're license and informs you that you were speeding way above the permitted in the given zone, therefore he will have to revoke your drivers license. This will force you to then go do the test again to make sure that the next time you're pulled over you're not infringing the law.
Benefits of adding this, basically you'll be making it so players have to actually respect the speed limits, improving overall rp within the city instead of trying to add speed cameras everywhere. Not only but it will also incentive cops to actually perform pullovers. This also gives an actual use to the drivers license rather than just being an item that you've always had.
