NHS Ranks need re-doing

What is the bug: SRPMDC can give themselves the GP whitelist and there are multiple other issues with other ranks in game
How can you reproduce the bug: By changing to SRPMDC and whitelisting someone/yourself

Here's a list of the ranks that need fixing:

Senior Paramedic - Can whitelist anyone up to GP, Can't see any messages sent in Group chat
Supervisor - Can't unwhitelist anyone, Can't see any messages sent in Group chat
Paramedic - Can't see messages sent in Group chat
General Practitioner - Can't see messages sent in Group chat
Surgeon - Can't see messages sent in Group chat
Consultant - Can't see messages sent in Group chat
Head Paramedic - Can't see any messages sent in Group chat
Deputy Chief Paramedic - Can't see any messages sent in Group chat
Cheif Paramedic - Can't see any messages sent in Group chat
