example one: dave shoots aaron for being rude to him
example two: aaron stabs dave because he wouldnt stop following him

example one: dave kills aaron during a bank raid, aaron then goes back to bank to try get money bags

i would bring both to a sit listen to what they have to say, i would check logs to see if william adverted, then warn william for stealing a nhs vehicle and return him and joe
2.7: Joe has reported William for shooting at him for no reason. William states that he was not shooting for no reason, he adverted PD raid. William has killed 6 people. What steps will you take to resolve this sit?
bring both to a sit and check if william adverted pd raid
if william did advert then i would tell joe that he did and he was most likely killed in cross fire
if william didnt advert then i would get a higher up to ban him for mass rdm
2.8: Joe (Drug dealer) has built a base on the sidewalk. William raids Joes base with no advert. Joe kills William. William gets a new gun and drives straight back and kills Joe and sells all his drugs. What steps will you take to resolve this sit?
i would warn william with fail to advert, nlr and rdm and would ask a higher up if that is allegable for a ban
i would then warn joe for fail base and tell him that hobo's can only build on the pavement
2.9: William as a Commander in the Police is hosting a meeting he adverts “Pd meeting | Starting 5m | Important topics | No major crimes” Joe as a Jihad adverts bombing and ends up killing 10 people. What steps will you take to resolve this sit?
i would get a higher up to ban joe fpr mass rdm because william had already adverted police meeting and during a pd meeting you cant do major crimes which a bombing comes under
