Ez fix drag them to your car, press e on them so they can walk around and right click on them when they're near the car

When you spam right click it actually gets anyone else whos cuffed in the car out so you can only carry 1 suspect in a car if you manage to not give up try to put multiple people in your car

i dont know why you need to put in so much effort to put someone in your car it takes 5 to 10 minutes but most people give up either release the suspect shoot him or put them in a wall
