Example 2: Rob is having a nice day, eating his 2nd Big Mac when Cody pulls out a knife and murders him. Cody did not have a valid reason to kill him.

I would bring both of them into a sit and let both say a statement, Once they both finished I would check if William actually adverted.
If he did not: If he did not advert I would proceed and warn him due to Failing To Advert (depends if he has gotten any past warn because of the same situation). I would then proceed to warn him for Crimes Against NHS (depends if he has gotten any past warn because of the same situation).
If he did: If he did advert I would proceed to warn him for Crimes Against NHS (depends if he has gotten any past warn because of the same situation).

I would bring both of them in a sit and have them tell both of their sides. Once done i would check if William actually adverted.

If he didnt: I would contact other staff members (that have experience) for some advice. I would probably ban him for MRDM and warn him for FTA
2.8: Joe (Drug dealer) has built a base on the sidewalk. William raids Joes base with no advert. Joe kills William. William gets a new gun and drives straight back and kills Joe and sells all his drugs. What steps will you take to resolve this sit?
I would bring both of them into a sit and have them tell their stories. Once done ill check if William actually adverted.
If he did: I would proceed to warn him for NLR (depends if he has gotten any past warn because of the same situation) as he came back to kill him after he respawned.
If he didnt: I would proceed to warn him for NLR and FTA (depends if he has gotten any past warn because of the same situation) as he did not advert and he came back to kill him after he respawned.

I would bring Joe in a sit and politely explain to him that he has bombed and killed 10 people when there was a PD meeting that stated "No Major Crime". Since a bombing is a major crime I believe it would be considered "Committing a Major Crime While A PD Meeting Is Being Hosted".
