RDM is called Random Deathmatch its basically killing someone for no RP reason
Jeff goes to John and shoots him in the head with a shotgun for no reason
John goes to Jeff and stabs him in the back as a citizen

NLR is called New Life Rule so when you die you MUST "forget" what happened in your past life and you must not go back to the same place after 5 mins (and cannot go to the same situation)

What steps will you take to resolve this sit? Bring Joe, tell him theres a PD meeting and he cant be doing majors then warn him for No majors and get someone to ban him for 5 weeks
